There's no hard rules for this but, in general, wasabi should not be mixed directly into the soy sauce. Additionally, sushi rice should also not be dipped directly in soy sauce (only the fish on top!)
However,
On casual settings, mixing the wasabi with soy sauce (even stirring it to the point where it completely dissolves) is not a problem.
In a formal setting or dining at a fine/traditional/good sushi restaurant, you’re expected to eat it “beautifully”.
1. Place a bit of wasabi at ‘one end’ of the raw fish using your chopstick.
2. Dip the sushi to the soy sauce so wasabi doesn’t mix with the sauce.
This practice comes from Japan’s tea ceremony.
Not many Japanese even knows this practice and its origin in detail. Since mixing wasabi into the soy sauce has become a common practice (with the increase of conveyor belt sushi restaurant and chains), it would be rare to find anyone offended - especially against any foreigner.
